Build me a website

We need a simple webpage with an "About us", "Course login", and "Contact" tab in the header. The course login would lead to a LMS plugin called "Learn Dash" which me and my colleague sean would build the education program into… (Budget: $250 – $750 USD, Jobs: Graphic Design, HTML, PHP, Website Design, WordPress)
